Obviously the law needs to be changed to give people more control over compromising pictures of themselves. (Common sense also needs to catch up with modern technology.)
Philosophical observation: if one of Moore’s victims were to kill him, it wouldn’t be morally wrong. The government would be responsible for its failure to provide an adequate legal recourse.
